The Leicester, Leicestershire and Rutland (LLR) Change Programme Partnership (CPP), funded by the DfE and set up in September 2023, is a collaboration of Parent Carers (PCF) and children and young people groups, education settings and five partner agencies of Leicester City Council, Leicestershire County Council, Rutland County Council, the LLR Integrated Care Board (ICB) and the Leicestershire Partnership Trust (LPT).

Over these past two phases of the programme, more than 11 areas of SEND policy and reforms have been tested across Leicester, Leicestershire and Rutland. This has helped create a stronger co-production and co-design ethos, shaped a more inclusive system and provided valuable evidence to inform future reforms.

The focus will shift to testing inclusive practices and outcomes at a local level, building towards a cohesive National Inclusion Framework.

As the Change Programme Partnership for SEND and AP enters Phase 3 we have launched the all new SEND and Inclusion Alliance for Leicester, Leicestershire, and Rutland (LLR). The Alliance has been created by local organisations to ensure that the capability and capacity for improvement we have seen in action in the Change Programme Partnership continues; benefiting local people and placing LLR as a target for innovation and investment.

With our learning over the last two years, and with new initiatives, our focus shifts towards embedding inclusive practices that are scalable, sustainable and impactful.
