The Change Partnership Programme
The Leicester, Leicestershire and Rutland (LLR) Change Programme Partnership (CPP) commenced activity in September 2023, with a set up phase which lasted until early spring 2024.
We are now fully mobilised, with a central delivery team and with additional capacity in the five partner agencies of Leicester City Council, Leicestershire County Council, Rutland County Council, the LLR Integrated Care Board (ICB) and the Leicestershire Partnership Trust (LPT).
Over the past year, LLR have worked on eleven key areas of focus, or workstreams, ranging from Local Area Inclusion Plans to digitised EHCP templates. These efforts have helped shape a more inclusive system and provided valuable evidence to inform future reforms. As we move into phase two of this programme some workstreams will no longer continue.
Testing of specific reforms such as the EHCP Standardised Template, Advisory Tailored Lists (ATLs) and Mediation is now completed; local authorities are encouraged to continue using these processes if they are effective and align with statutory requirements.
The focus will shift to testing inclusive practices and outcomes at a local level, building towards a cohesive National Inclusion Framework.
The following workstreams will continue:
- Local Area Inclusion Plans (now Partnerships and Plans): Evolving to align with a shared vision for Inclusive Mainstream Practice
- Bands and Tariffs: working across the partnership to establish a better understanding of pupil and student level spending, and sharing best practice
- Partnerships for the Inclusion of Neurodiversity in Schools (PINs): Supporting inclusion for neurodiverse children and young people
- Early Language Support (ELSEC): Building on the successes of Speech and Language services
- Alternative Provision (AP): Testing a three-tier outreach service to support schools and intervene effectively
- AP Specialist Taskforce Approaches: Developing multidisciplinary 'team around the school’ models to provide holistic support
New Workstreams for Phase Two:
- ND Inclusion Pathway: Developing a screening and support model for neurodiverse children, inspired by the Portsmouth model
- SILLR Alliance: Preparing for a potential transition to a SEND and Inclusion LLR Alliance after the programme ends
- SEND Joint Commissioning Strategy: Refreshing our approach to joint commissioning across the partnership
