Update to early years provider

The following is to help provide some clarity around measures needed to be taken by early years settings and childminders in response to the Covid-19 (Coronavirus).

Should my setting remain open?

The government guidance is that children should be at home wherever safe to do so, however settings and childminders should remain open for vulnerable children and the children of key workers.  

Attendance reporting

We will need to know which children are attending your setting each day and a separate update regarding this process will be sent tomorrow.   

Closure reporting

The setting should only close if you:

  • Do not have any children classed as vulnerable or children of key / critical workers; or
  • Have insufficient staff to keep the setting open. 

If you feel you need to close for any other reason, contact the Early Education Development (EED) team on 0116 454 4190 to discuss any impact that this may have on vulnerable / keyworker children.

The circumstances regarding closure of your setting could change and therefore you need to keep the local authority updated if you are able to reopen.

Should your setting have to close and you have vulnerable / key worker children who continue to need places, contact EED with details of these children and their needs so that we can support parents to find alternative provision, during your closure period.


Funding for the government’s early years entitlements will continue during any periods of nursery, preschool or childminder closures, or where children cannot attend due to coronavirus (COVID-19).

The Government will continue to pay funding for the free entitlements for two, three and four-year-olds.  The Summer estimate payment will be made to all childcare providers and should be paid week commencing 20 April 2020.

We have listed answers to some questions you might have:

  • Childminders Summer Estimate Payment 2020, do we still need to submit the data?
    Yes, you were sent an email on 16 March to submit data by 3 April before 12 midnight – this will determine your estimate payment for the Summer Term.

  • I have a new vulnerable / keyworker child, how will I add them on to my headcount to ensure that I am funded for them?
    We are funding your setting based on expected places and it is likely you will have a reduced actual occupancy during this period.  As you will have places for keyworker parents  / vulnerable children only, you should have several vacant places to offer other keyworkers or vulnerable children if the need arises.  
  • Will the headcount task be issued for Summer 2020?
    The headcount task will not be issued week commencing 20 April.  We have yet to decide how this data will be collected and will keep you posted once a decision is made. 
  • What about the Summer Adjustment Payment?
    The final adjustment payment is still due to be paid to you from week commencing 6 July 2020. The mechanism used to calculate the balance has yet to be determined and will be communicated to you shortly.
